R4.6bn parliament rebuild plagued by delays and financial control weaknesses
Parliament’s rebuilding project is facing further delays, with completion of the National Assembly and Old Assembly buildings in Cape Town now expected by June 2027, while irregular expenditure increased to R13.62 million in the 2025-26 financial year. The total cost to rebuild parliament, which was gutted by fire in January 2022, is projected at R4.6 billion, an increase from the initial R2 billion estimate. Parliament’s financial control weaknesses The Auditor-General of South Africa’s audit outcomes report, presented to the Joint Standing Committee on the Financial Management of Parliament on Friday, points to weaknesses in financial reporting controls, technical accounting capacity and the coordination of the multibillion-rand rebuilding project. Although parliament maintained an unqualified audit opinion with findings, the report identified areas requiring urgent intervention to strengthen accountability and oversight of the project. Irregular expenditure rose from R8.071 million in 2024-25 to R13.62 million in 2025-26, an increase of approximately 68.7%. This was also higher than the R7.532 million recorded in 2023-24. The report did not attribute the increase in irregular expenditure directly to the rebuilding project. However, the Auditor-General identified financial reporting weaknesses associated with the project, including inconsistencies in the accounting treatment of commitments, retentions, cost allocations and assets under construction. Financial reporting errors and limited capacity Among the causes cited were unforeseen site conditions, which contributed to delays and contractor claims. The report also found that management review controls had failed to detect financial reporting errors timeously, while inadequate coordination between finance and project teams contributed to inconsistencies. Limited technical accounting capacity further complicated the accounting treatment of the rebuilding project. The Auditor-General, Tsakane Maluleka, recommended that parliament’s management “strengthen review controls and technical accounting capacity for rebuild-related financial reporting, improve coordination between finance and project management, closely monitor progress against the approved programme, including contractor performance and recovery measures. And continue assessing whether the revised completion date remains achievable and timeously respond to emerging delays”. According to the report, further discussions were underway concerning the accounting treatment of the arrangement between parliament and the Development Bank of Southern Africa (DBSA), particularly whether principal-agent accounting applied and what disclosures were required. The rebuilding project has therefore emerged as a key area requiring stronger governance, management oversight and accountability. Zandile Christmas Mafe was arrested and identified as the sole person responsible for the fire. He admitted to the crime multiple times in court but was ultimately declared unfit to stand trial by the Western Cape High Court due to severe mental illness.

Pirates targeting maximum points against Namibia’s African Stars
Orlando Pirates head coach Abdeslam Ouaddou says reaching the CAF Champions League group stages is a major objective for the Buccaneers this season. Ouaddou said this as Pirates prepare to face Namibia’s African Stars in the second qualifying round at the Botswana National Stadium in Gaborone on Saturday. Stars were forced to host Pirates at the neutral venue after CAF said there are no suitable venues in Namibia to play this match. The Buccaneers failed to reach the group stages of this competition last season after they were eliminated by Saint-Éloi Lupopo. Ouaddou has stressed the importance of securing a positive result away from home. “It will be important to come back with a positive result,” Ouaddou said earlier this week. “It’s a big year, so we need to get back into the group stage. Last season, we were knocked out by St. Eloi Lupopo, so this is a major target.“We learned our lesson from last season. It’s crucial to return home with a solid result to position ourselves well for the next round.” African Stars are somewhat of a closed book to Pirates as the Namibian league is yet to get underway. Ouaddou, however, has confirmed that his technical team has gathered some information on their opponents. “It’s difficult, you know, because they didn’t start the league, but at least we’ll be able to have some footage, and we already started to study the team,” he said. “We have some information, and we have to go a little bit deeper tomorrow and the day after tomorrow,” concluded Ouaddou.

Fondly knowns as the Dube Birds, the club was formed Soweto back in 1974. Alongside Orlando Pirates, Swallows shaped township football and later professional football in South Africa. Recent history has been dark. The club was relegated in 2015 and further declines through the divisions. A community-driven revival later helped the Dube Birds return to the Premier Soccer League (PSL), but renewed financial difficulties and player strikes in late 2023 derailed their progress. LIVE SCORING | Champions Cup: Stormers v Bristol Bears
The Stormers will be equally confident going into their clash against the Bristol Bears after their magnificent all-round display against the Sharks in Cape Town last weekend, which earned them a rewarding 39-22 victory, and the fact that they have also only suffered one defeat in the URC will undoubtedly add to their confidence. But the Capetonians will be wary of the Bristol Bears, who also come off two wins in three Premiership matches, and who will be heavily determined to bounce back from their heavy 30-7 defeat against Saracens last weekend. Spicing things up, both teams advanced to the Round of 16 last season and will be determined to improve on that finish in this campaign. Kick off is at 16:15 (SA time). KEEP TRACK OF THE STORMERS’ LIVE SCORING IN THE CHAMPIONS CUP Director of Rugby John Dobson said that the Stormers are determined to make a strong start to the competition. “We saw last season how important collecting points in the pool phase is in the Champions Cup, which makes your home matches crucial. “We have kept a fair amount of continuity in selection as we look to build on some of the momentum from last week’s win. While it is disappointing to lose Hacjivah to concussion, we are able to call on Evan (Roos), who is raring to go, along with the new front row. “The team is still buzzing from the incredible atmosphere created by our fans last week and we can’t wait to experience it all again as we take on a strong Bristol side that showed they understand what it takes to win in South Africa with a notable victory at Loftus Versfeld last season,” he added.
